Proposed Framework: The services described on this page are not yet operational. NAISAR is a community-developed proposal seeking government mandate. If you need help now, call 1800 RESPECT (1800 737 732) or 000 in an emergency.

For Victims and Survivors

If you are experiencing domestic or family violence, you are not alone. NAISAR exists to protect you, support you, and help you reclaim your safety and your future. This page explains the resources available to you and how to access them.

Your Protection Toolkit

NAISAR provides a comprehensive toolkit designed to keep you safe while respecting your autonomy and dignity. These tools are available through the NAISAR mobile application, through your caseworker, and through partner organisations.

  • Emergency Alert: A single button in the NAISAR app sends your location and situation details directly to emergency services and your designated contacts. Available 24 hours per day, 7 days per week.
  • Secure Messaging: Communicate safely with your caseworker, police, and support services through encrypted messaging that leaves no trace on standard phone records.
  • Evidence Documentation: Photograph injuries, record threats, and save threatening messages through the app. All evidence is timestamped, geolocated, and stored securely for potential court use.
  • Safety Planning: Work with your caseworker to develop personalised safety plans that address your specific circumstances, including home safety, workplace safety, children's safety, and digital safety.
  • Location Monitoring: Where appropriate, NAISAR can monitor the offender's proximity to your location and alert you and authorities if boundaries are breached.
  • Resource Directory: Access information about accommodation, legal aid, counselling, financial assistance, and other services available in your area.

How NAISAR Protects You

NAISAR protection operates through four clear steps that wrap around you from the moment you seek help:

Step One: Immediate Safety Assessment

When you contact NAISAR, a trained assessor works with you to understand your situation, identify immediate dangers, and determine what protection you need right now. This assessment is confidential, respectful, and focused on your safety and preferences. You do not need to make any decisions about prosecution or long-term plans to receive immediate protection.

Step Two: Personalised Protection Plan

Based on your assessment, NAISAR develops a protection plan tailored to your circumstances. This plan may include technology-based protections like the NAISAR app and location monitoring, practical supports like safe accommodation or security upgrades, and human supports like dedicated caseworker contact and connection to specialist services. Your plan reflects your choices, your circumstances, and your judgment about what will keep you safest.

Step Three: Continuous Monitoring and Adaptation

Protection is not a one-time event. Your caseworker maintains regular contact, the system monitors risk indicators, and your protection plan adapts as circumstances change. If risk escalates, protection intensifies automatically. If risk diminishes, protection adjusts accordingly. You are never left to manage alone, and you are never trapped in protection that no longer fits your needs.

Step Four: Long-Term Recovery Support

Even after immediate danger passes, the effects of violence persist. NAISAR continues to support your recovery through connection to counselling, legal assistance, housing stability, financial independence, and community rebuilding. Recovery takes time, and NAISAR stays with you for as long as you need.

Your Rights

As a person receiving NAISAR services, you have clear rights that we uphold without exception:

  • The right to safety. Your physical and psychological safety is our highest priority. We will take all reasonable steps to protect you from harm.
  • The right to respect. You will be treated with dignity, respect, and cultural sensitivity by all NAISAR staff and partners.
  • The right to choice. You make decisions about your life. We provide information, support, and options, but the choices are yours.
  • The right to privacy. Your personal information is protected by law and by our strict security standards. We share information only where necessary for your safety.
  • The right to information. You have the right to know what protection you are receiving, why decisions are made, and how the system works.
  • The right to participation. You are a partner in your protection, not a passive recipient. Your views matter and are incorporated into all decisions affecting you.
  • The right to complain. If you are dissatisfied with any aspect of our service, you have the right to complain and to have your complaint investigated fairly.
  • The right to exit. You can leave NAISAR services at any time, with limited exceptions where legal obligations require continued engagement.
