A proposed national framework for domestic violence intervention, protection, and reform — designed by the community, refined by experts, and intended for government implementation.

What is NAISAR?

NAISAR — the National Authority for Intervention, Safety and Reform — is a proposed statutory framework for transforming how Australia responds to domestic and family violence. It integrates risk assessment, victim protection, offender monitoring, and multi-agency coordination through a single technology platform and unified operational protocol.

Unlike existing systems, which operate in silos with fragmented information and inconsistent standards, NAISAR proposes a coordinated national response where police, courts, health services, and community organisations work from a single source of truth.

Our Mission

To reduce domestic violence homicides and reoffending through evidence-based risk assessment, real-time protection technology, and structured offender rehabilitation — while respecting the dignity, autonomy, and cultural context of every person affected by violence.

Current Status

NAISAR is currently a community-developed proposal seeking government mandate and funding. The framework architecture, technology design, and operational protocols have been developed through extensive consultation with domestic violence professionals, survivor advocates, police officers, legal practitioners, and technology specialists.

Legislative establishment as a statutory authority is pending government decision. Until then, all content on this platform is published as a collaborative knowledge base for discussion, refinement, and eventual implementation.

Governance

NAISAR is stewarded by the NAISAR Founding Group, an unincorporated association of professionals and advocates working toward formal statutory establishment. Upon government adoption, the framework will transition to Crown ownership with preserved contributor attribution.

  • Intellectual Property: Core framework concepts are held in trust pending statutory establishment. Community contributions are licensed under the Terms of Contribution.
  • Editorial Oversight: All content is subject to peer review and community editing through the wiki platform.
  • Ethical Governance: An independent Ethics and Governance Board (proposed) will oversee algorithmic fairness, privacy protection, and human rights compliance.
