What is NAISAR?

NAISAR is the proposed National Authority for Intervention, Safety and Reform — an integrated framework for domestic violence intervention, protection, and reform in Australia. It combines risk assessment, victim protection, offender monitoring, and multi-agency coordination through a single technology platform.

Is NAISAR a government agency?

Not yet. NAISAR is currently a community-developed proposal seeking government mandate and funding. It is designed to become a statutory authority under Commonwealth legislation, working in partnership with state and territory governments.

When will NAISAR be operational?

There is no confirmed timeline. Operational establishment depends on government decision, parliamentary appropriation, and phased implementation across jurisdictions. The framework design is ready; implementation requires political will and funding.

Who can access NAISAR services?

NAISAR services are not yet available. Once operational, services will be available to victims of domestic and family violence, offenders enrolled in reform programs, police officers, court staff, health professionals, and authorised community service providers.

How is NAISAR funded?

NAISAR is proposed to receive funding from Commonwealth, state, and territory governments. The framework is designed to generate efficiency savings by reducing duplication across agencies and preventing violence escalation.

How do I get help from NAISAR?

NAISAR does not yet operate a support line or app. If you need help now, contact 1800 RESPECT (1800 737 732) for 24/7 counselling, or call 000 in an emergency.

Will the offender know I am using NAISAR?

This will depend on the protection measures in place. Some measures, such as court orders and exclusion zones, are visible to the offender. Others, such as enhanced monitoring, may not be disclosed. Your caseworker will explain what the offender can and cannot know in your specific circumstances.

Can I use NAISAR if I have not gone to the police?

Yes. The framework is designed so that services are available regardless of whether you have reported to police. You can access safety planning, support services, and risk assessment without pursuing criminal charges.

Is my information safe?

The NAISAR security architecture is designed to meet the highest available standards, including defence-grade encryption, Australian sovereign data storage, and strict access controls. Privacy protections are embedded at every layer of the design.

What if I change my mind?

You will be able to withdraw from NAISAR services at any time, with limited exceptions where legal obligations require continued engagement. Your caseworker will discuss any implications and support your decision.

How do I refer someone to NAISAR?

Once operational, authorised professionals will be able to make referrals through the NAISAR professional portal, by secure email, or by telephone. Training will be required before system access is granted.

What training is required?

Professionals accessing NAISAR systems must complete role-specific training covering privacy obligations, system operation, risk assessment methodology, and ethical standards. Training will be delivered online and in person.

Can I share NAISAR information with other agencies?

Information sharing will be governed by information sharing agreements and the Privacy Act. You will be able to share information where necessary for your functions and where recipients are authorised to receive it.
