Ownership Structure
NAISAR operates under a tiered intellectual property framework designed to protect the integrity of the framework while empowering community contribution.
Core IP (Founding Group)
The following remain the intellectual property of the NAISAR Founding Group, held in trust pending statutory establishment:
- The NAISAR name, brand, and visual identity
- The 5-Tier Risk Classification System (N-0 through N-4)
- The scoring methodology and algorithms
- The HALO device concept and specifications
- The core intervention model architecture
Licensed Contributions (Community)
Contributors retain ownership of their original work but grant NAISAR a perpetual, worldwide, royalty-free license to use, modify, and distribute their contributions as part of the framework. This includes:
- Regional implementation guides and adaptations
- Case studies and lived experience perspectives
- Stakeholder-specific guidance documents
- Research citations and data analysis
- Training materials and educational content
Government Handover Protocol
Upon formal adoption by the Australian Government or its designated authority:
- The entire NAISAR framework, including all licensed contributions, transfers to Crown ownership
- All contributors will be credited in the official documentation
- The core IP assignment will be executed through formal legal instruments
- Community contributors' moral rights (attribution) are preserved in perpetuity
Contributor Rights
Contributors to the NAISAR platform have the right to:
- Be credited for their specific contributions (visible in revision history)
- Withdraw pending edits before approval
- Request removal of personal information (subject to archival requirements)
Contributors do not have the right to:
- Claim ownership of the NAISAR framework or brand
- Expect financial compensation for contributions (unless separately contracted)
- Remove approved contributions that have been integrated into the framework
